What do leaders use to motivate followers to obtain their goals?

A true leader talks less and listens more. He speaks when he needs to influence others. A leader can influence others not only by speaking but also by listening. One way to influence is to motivate.

Well, you see. Once you call him a leader, you have positioned him in a reputed level in the society.
Who is a leader? Who works for the society or for the people.
Their prime goal is to make the society better.
Though we might know  numerous whose intentions weren't that admirable.
But speaking in general terms they want the betterment.  So what's bad in Involving the mass? After all a leader's goal is for the development of the mass.
Moreover,  to achieve big things one needs unity. So it's fine , I believe.

Sadly, it's usually fear.  Leaders wanting to obtain more power will pick a target and play on their population's/followers' deeply held suspicions.  But there is hope. The man pictured above can provide that to everyone.  He helped point out the obvious injustice to a larger part of the nation by putting his life on the line.  The Pettis Bridge incident galvanized people like never before.  Right was might.
Just think if the Palestinian movement had a leader like King early on, and they had their Pettis Bridge moment in the 1960s.  The history of the Middle East might be different.
