Why did Comey think a Special Prosecutor was needed if Trump wasn't under investigation?
Sounds like Comey doing all he can to help the Democrats slow Trumps agenda
That's a very good question. Mueller is Special Counsel to the investigation of Russian election influence and Flynn. Is that the same as being a Special Prosecutor? Like changing 'investigation' into 'matter'?
Comey did what he did because Trump is a toxic narcissist whose animal instinct is to breach America’s institutional restraints and enforce personal fealty in the manner of a lawless mob boss.
Trump has tapes, produce them and get this over with. Should be easy to resolve.
I think Comey knew that he was going to be 'set up' about a 'thing' that would be recorded in order to justify an abrupt firing while out of the country. Just my opinion.

What is the basis of your opinion. Toxic? Narcissist? Animal Instinct? Enforce personal Fealty? Lawless mob boss? You are just name calling in a rant. The reason for Comey is he is biased against Trump, and has ties with Clinton.
Ralph, I don't believe it was a thought as it was more of a goal. The goal was to take down president Trump. And we really don't know how far back that goal was created.
I have asked another question. Because of the long friendship and work relationship betw Comey and Mueller shouldn't Mueller be removed as SC? Mueller met with Comey before Comey testified at the Senate Hearing. Much like Lynch and Bill Clinton's meeting. Comey also was involved in that.
One could venture that the Comey Mueller meeting was against Trump. And as Comey leaked alleged Memos for the purpose of creating a SC, then we should investigate Mueller and Comey for possible collusion and maybe even Treason in falsely trying to take down a sitting president.
The tread that started the investigation came from Hillary and Podesta the day after she lost the presidency. There has been a deaRth of evidence on their Russia Trump allegation. And the DNC servers have been continually refused access by the government to determine the alleged Hacking. So the basis of the original investigation had no real foundation. It was just the democrats whining until they got their way. The republicans wimped out, and left Trump standing pretty much alone.
All in all, there should be a closing of the Trump Russia investigation, and a new one started using Comey as the focal point going back to 2015 and the start of the election.
The purpose would be to get some real evidence on the election from whatever source, and investigate it to see where it leads.
The current investigation is flooded with Red Herrings, and Fabrication.
