Do you feel obligated to "forgive and forget" when someone apologizes?

We discovered that a family member was trash talking my spouse. I confronted her and she sent a letter of apology to him. She apologized in a manner that lets us know she's more sorry she got caught than remorseful for her actions and will probably keep doing it. Now, this person expects us to forgive her and go on like nothing happened. In fact, two days later, I got an email saying she's "deeply hurt" that my spouse hasn't written back and called him childish ... How would you respond in a similar situation? Would you feel obligated to forgive and forget?
