you need to talk to him somehow either make an appointment on the phone or create an opportunity to see him at a social event or special occasion- of course it helps a lot if he knows u and likes you especially how u behave with his one and only beautiful daughter
it may b a good idea to ask your girlfriend how and see what he likes, how he would react or respond to the question and maybe she could say something to her father to sweeten hin towards u

In the U.S. you don't. If you do you'll run the risk of offending your girlfriend and guaranteeing she won't marry you.
it really varies on what tradition the woman you are proposing has...in my culture, men do a required service to the family of the woman (helping in the house, helping in the field work, etc), then the man's parents go in the woman's parents' house then they talk about wedding arrangements, etc....
