How should be our attitude towards Tsunami hit Japan, now?
Points to ponder:
Has the human civilization matured up enough to allot more money for Japan than on wars?
Will the nations forget their political agenda and help Japan for the sake of helping?
Humans are inherently violent. It's in our blood, our very way of life. We're capable of compassion (i.e. relief efforts) but when you have 200+ independent nations, you tend to find that people will only act IF it's in their self-interest.
For example, a major importer of Japanese goods is the United States. Thus they have a vested interest to help them out.
Also, keep in mind that militaries in modern nations are greatly integrated into both government and the economy. The allotments that they receive ensure their unconditional support; cut off that line and there could be major issues.
Short answer: No
