How do handle someone who is such a drama queen about everything?
walk away - if that don't work -- RUN!

I sympathise with Neils´answer.... But it depends on whether the situation is serious or not.
I got angry with my drama queen friend who gave me an elaborate ´poor me´ story about chasing her cat on the morning after the twin towers came down. Most of us were still in shock, but she still put herself 1st.
If it´s a child acting up, ignore is the best, I found.
When it´s an adult, eeh depends on the situation.
Be more dramatic. The more absurd the better. You can't deal with these people on a serious basis because it doesn't work. If you're any good they will stop being so dramatic or be so completely weirded-out to stop dealing with you entirely, if this is your goal.
i like to keep them at arms distance, though have these people in your group of friends - even as a fringer - can offer some sort of entertainment at one time or another ...
... and they usually end up being good people, even if half the time you wanna smack 'em
