The First Presidency has interpreted oral sex as constituting an unnatural, impure, or unholy practice. - Official Declaration of the First Presidency of the Church, January 5th, 1982.

Mormons who think oral sex is okay in the sight of Heavenly Father are just deceiving themselves.
From the October 2003 Ensign Magazine:

If a couple allows lewd language....corrupt their intimacy, they offend their Creator
sex is for babies not for pleasure

Much like the early church, where you could be killed for being caught using anything but the missionary position.  Religion is always behind normally accepted moral practices, and there is always the occasional backsliding even as it evolves away from barbarism.

Where do you draw the line between that which is acceptable kissing and unacceptable oral sex?
Is it ok to kiss on the neck?  It better be OK to kiss on the nipple, otherwise babies are truly born into sin.

Kissing is a sin (??) when you don't know where to stop?      Well, ... I can't eat just ONE Lays potatochip either.

It seems no more silly than the Catholic ban in contraception or ejaculation outside of the vagina  and various other religious rules.

Yea that story was really about a man that'd follow the law of God and giving a child to a widow. Long story but it is not a sin to pull out.
