In Islamic states and the Southern bible belt of America yes. But not so in the civilised world.
Religions invoke their Gods commands and religious beliefs into their decision making process, often causing controversy and conflict with those things.
In countries where there is no separation of religion and state, progress tends to be very slow and primitive. But in countries where there is such a separation, (many would say 'no such thing' but there is, at least the inability of religion to dictate all aspects of law and living in countries that separate church and state), then progress is possible, with the individual guidance on a personal level among people and communities regarding their religion. I think religion has a role to play in society, but it has its place as does government and the two should not mix.
