    Depends what you mean by power.  Are we talking about worldly power?  That is the sort of power that depends ultimately on government backed laws where one can summon police, even armies, to back up one's desires if there is resistance to them?   This is the power of Presidents such as Barack Obama, Prime Ministers and dictators.   Or maybe you're thinking corporate power such as having the deciding vote on the board of directors of an international oil company?    That is one type power, and it all hinges on influence (power) one has in the material world - the world outside of ourselves.

    Then there is internal power.  The man who rules himself rules the most important person in the world.  Having the mind under control and using it as one's true and very powerful servant is exercising great power.  But it cannot be seen or measured.   However, it can be sensed by people sensitive enough to feel it.  Such people are leaders - great leaders.  I believe the Dalai Lama falls into this category.   So in this sense he has a lot of power and that power influences a lot of people.   His power extends well beyond his Buddhist following.

    So, to make it brief: external power can be forced upon us by fear.  Internal power is embraced by us voluntarily and flows from love.

    I believe His Holiness is powerful in different ways than being able to get things done at his command. He has a spiritual power that most people who meet him; can see the compassion he radiates.

    He used to rule a nation. Now he's in exile, supported by followers in Northern India and the West. He has no power now, only influence.
