Terms such as "telepathic" describe skills or abilitites of creatures, that is, people, animals, and such. Such a term is not appropriate to apply to the Creator of the World. The Hebrew God (Who is the same as the Jewish God, the Christian God, and the Muslim God) has three qualities relevant to your question. He is ominipresent - that is, he is everywhere; He is omniscient that is, he sees and knows all; and he is omnipotent - that is, he is all powerful.
A creature in one place who can see into minds of creatures in other locations is telepathic. God does not need to be telepathic because he is everywhere and knows everything.
