Blueberries. He should eat blueberries, strawberries, avocados, melon, apples, pears, ginger, asparagus, garlic and cabbage, as much as he can. Papaya is particularly renowned for being good for skin, whether it is eaten or used in a face mask. And using any facial moisturiser with sunscreen in it.
Not possible to get a baby face for a 35 year old man. By way of going through cosmetic products or by eating many skin related vitamins will give you a glow but not a baby face.
I would start by using a good facial cleanser. It all depends on what your problem areas are. There are some for redness, some for whitening, anti-aging, etc.Then you can move on to finding an exfoliater to get rid of dull skin cells. You could use this up to three times a week. Facial masks are also another way to rejuvenate your skin cells. Again, it all depends on what you need. Next step would be a toner to further deep clean the dirt from your pores. Lastly invest in a good moisturizer and night cream. There are many out there as well. I suggest you go to a department store, they can help you find the right one. Always make sure you wear sunscreen!
