most web hosting firms offer a variety of website development tools as a part of their offerings. Some will provide a simple website for u to customize. first things first. Design/outline what your site will be. is it blog, personal,business, selling something, etc..
Buy a domain name and hosting from Godaddy.
Download Kompozer (webpage builder) to build your pages.
Save your webpages on your computer.
Download FileZilla (ftp client).
Use FileZilla to upload your pages from your computer to your hosting account.
Your site will then be online.
