What is a "Premium Domain Name" and who or what factors decide it is?
My understanding is that premium domain names are domain names that have been pre-registered and are offered for resale. This has become a necessity since original '.com' domain names have been mostly taken and are no longer on the first-offered market. At least in some cases the resale of preregistered domain names has been a pre-planned scheme to make money by buying names without intention of using them by the entreprenueres who have preregistered them.
I suppose one could call it foresight, similar to buying up stock before it's become more limited and harder to buy.
