Have no idea as to what you are asking. A cell phone is a cell phone, unless it is a child's toy. If you find one, it is one that someone has either lost of just tossed away because it is broken. If someone gives you one without the information as to how to use it, get minutes etc, more than likely it was not their phone to begin with.
As for stolen cell phones that involve major phone companies, here is a link that will tell you that stolen phones are now going to be deactivated, rendering them useless to the thief.
