Is there a connection between modern technology and attention deficits and what is the solution?
I can only think of one right off. That would be the advent of television and the commercial advertising which goes with it. We now watch for a milli-second or so then tune out. We tune out over and over and over again to the point where it becomes almost second nature to give just a cursory glance and hearing to something before we decide its not worth paying attention to. We're reacting to an information overload here.
This quickly summarising something as not worth paying attention to has its dangers, for we are liable to overlook or 'tune out' when really important messages are being put our way. This, is also caused by the Advertising Industry who have become so adept at making their purile messages seem like we really need to know about a certain product or service. The result: when genuinely important announcements are made we are liable to tune them out too, thus missing out on something REALLY important.

I would say that there is, without hesitation. There are, most certainly, both pros and cons to technology. Our inability (or our unwillingness) to use technology in moderation is one of the cons, in my opinion. In this particular case, I'm referring to phones, TV, gaming devices etc. With the ability to retrieve a photo in seconds, play a game in minutes, speed a program up in order to watch only the portion of programming that we are interested in, all reinforces our addiction (perhaps this is too strong a term-perhaps not) to instant gratification.
For those things that take longer, we are apparently unwilling (or again, unable) to wait and either loose interest or get frustrated.
The solution, I think is to moderate out own usage of such technology and to teach our kids patience. That seems like such a subtle lesson plan, but I rarely see or hear parents teaching patience. Understanding that some things still require a longer time to achieve, learning that some things are worth waiting for, appreciating the fact that we all must wait for things we want at one time or another and all good life lessons.

It depends on the technology in question it is too broad a term to give a blanket answer.
