all the time. i used to hitch hike across Canada and part of the U.S. and i appreciated the rides i got so if the hiker looks clean, i give them a ride. if they look like they are dirty or drunk i usually won't but occasionally i still do because i don't know why they look rough.
Yes, where I used to live it was impossible to get home due to lack of public transport. Not everyone has the money to spend it on a taxi.
