There are a number of sites that you can use to promote your hubs, you can use Google+, Facebook, StumbleUpon, Chime.in, Flipora, Delicious.com, Digg, RedGage and many more. The following articles may be of help to you:

There are a lot of social bookmarking sites you can use: Dwachira mentioned most of them.
These tend to produce an initial spike of views that dies down rapidly.
Be aware that posting stuff there exclusively from HP may get you branded as a spammer m´no matter how useful your hubs are
Red Gage, Stumble Upon, Digg are three that I use. Also, share it on Facebook and on any discussion boards you can find that are relevant to the topic.
The recommendations given to us in the Apprenticeship Program are: Facebook, Pinterest, Twitter, and Google+. That's the current order by how much total traffic each of these social media platforms drives to HubPages. But these rankings are always changing. HubPages strongly encourages you only to share on platforms where you are a regular and active participant.
Pintrest is also a really good option for promoting and generating traffic.
You may use social networks, social bookmarks, comments on related articles if your hubs answer a specific question but also a link in about the author on each of your blog may help you to get traffics when the readers want to read more useful posts!
Look for content curated sites like Snip.it and Scoop.it. You can find topics there and suggest your link to the content curator. If it gets picked up they add it to their collection of content specific links (focused traffic for you) and other content curators may like your link and add it to their content collections too.
