    I would say it's the people who intentionally vote down hubs just because they can, even if the hubs they're voting down obviously have nothing wrong with them.  Why do they do this? I don't know, but I do know it upsets and discourages new members who are doing their best with their hubs, write good hubs, and are trying to be involved in the community. Now, I'm not speaking about people who vote down hubs because the hubs deserve to be voted down - I'm speaking about the people who vote down good hubs "for fun" or for their own gain.

    Teresa has a good point. Humans might misuse the ability to vote down for their own gain.

    However, at the same time, there are people who actually vote up and down due to the hub itself. I still believe there are good people in this world smile

    I would say (positive side), will be the one who are active in forums and posting high quality contents smile

    Yes, I have come across people who would vote down hubs just to beat down their competition. I believe that if you have it in you, no one can stop you from being at top.

    am totally agreed with the answer of Teresa Schultz, she is right, we can't discourage any hubber by naming any 1 as best, because we all are trying our best to spread good peace of information, so every one is good and best at their end.

    I'd say apart from the HP staff, the most influential are Mark Knowles,Misha and Sunforged in addition to the hubpages elite.

    I don't know how this got onto a discussion on rating hubs down but rating hubs down has very little effect on anything and is not worth getting paranoid about!
