When I go to edit my hubs or go to start a new hub I see that the keyword tags are not there and there is no option to add them. Is this only happening to me? Or is this a new change on HubPages that I don't know about?
Tags were retired. You can learn more here:

It is a new change, apparently Hubpages decides what the tags are for you. I didn't like the idea at first, but for me it was a good thing as after the change, I noticed my traffic went up. I guess I hadn't used the best tags
You can still see which keywords people are searching for which leads them to your hubs. If you don't know how to do this......Go to your list of hubs, click on a hub, at the top comes a row of options, eg edit if you want to edit your hub, or traffic for the day, week, months each, plus a search option. This shows the list of keywords that people have typed in. I am glad they kept this as I use it to generate new hub ideas.
Probably coincidence, because tags on HubPages were never the same as tags on blogs, and were invisible to search engines. They were only used for some internal features within HP which are now done another way.
Thank you for the info guys... Sometimes it is hard to figure out exactly which keywords to tag to the hubs so having it done automatically for us seems like a good idea. Whether that will benefit us in terms of traffic is yet to be seen.
It won't make any difference whatsoever because tags are and always have been invisible to search engines.
Most people read about "tags" on other blogs and assume tags on HubPages work the same way. They don't.
I asked the same question not long ago and was told that tags are no longer used.

The tags you put in when creating an article... are those HTML META Tags? Google stopped paying attention to those in like 1999, and I don't think any important search engine uses them -at all-Is there any use in filling them in?

And indeed my hub rating, after doing something with my hubs.It may seem like stating the obvious, but I went through all of hubs and put the absolute maximum number of tags that I could before it said "you have too many tags" or whatever it says. When it said that I had too many tags I...

This is long, so here's the bottom line: Basically, my problem is I want to build a site around the same topics and keywords I've done well with here on HP, but I don't want to do anything that would damage the work I've already posted here.I have a couple of niche HubPages accounts that do okay....

Is it true that you should only use tags with words that are in your article at least three times? If you use a word only once in your article, should you not use that as a tag? Any suggestions for good tags?

I'm keen to drive more traffic to my hubs and in the process find a way to make some more money. I'm learning heaps here but I want to learn more about putting the right tags into my hubs so that the search engines pick it up. (I always use Adwords key tool). My hubs are mainly...

I saw this somewhere but do not know where. I see hubs with a lot more than that.
