why are there still more cases of women abuse when there are numerous laws imposed upon those criminally liable?

Need to re-check the laws pretty.... since 1996 DV charges are not filed by the Victim, but by State. The Victims testimony is in most DV cases irrealivant. The case's merit will be based on an Officer's arrest report and any medical information available. A misdemeanor domestic violence charge can be a "warrantless" arrest. Which means that a person can be arrested simply based on a "claim" of Domestic Violence. Finally the laws are in place to stop the abusers. However there is no law requiring therapy for a co-dependent person who continually finds themselves in a "cycle of abuse". These victims must be reached and helped.
Criminals may act on instant gratification needs with no respect towards women or the law. Laws are not tough enough to dissuade crimes against women.
This only illustrates that morality can not be legislated. Domestic Violence laws were designed to protect women. The problem is society at large values women less. Its a fact that society must acknowlege and correct. No new law will change that.
A lot of men still have the view that women are their property and are exclusive to them. This leads to their desire to control their wife and /or other women in their family accompanied by the abuser's mean and psychotic nature. The women who have financial means, an income or a good job are the ones who make a move early, since they are not paupers and can get themselves and their children away from the scene. Then they are in a position to file charges.
Most women would find some futility in pursuing domestic violence charges, if they are faced with seeing that same man in the home, in their bed and in control of them the next day. A woman has to be able to rescue herself and have money to do it.
The best $600 I have ever spent was to give it to mom so we (me a teenager then and kid brother) could flee from dad. This way he didn't get to kill her and I still have mom and the happy memories of the past 35 years.
Bottom line...when you are witness to DV REPORT IT! Don't wait for the victim! If your wrong...it will work itself out. However if you hear knock down drag out fights in the apartment next door...you have a responsibility to report.
The real question isn't how tough the law is or does it need to be tougher. The real question is why do these women keep going back to the men who abuse them. Cops see it all the time. So do people who work at women's shelters. Until and unless they stop going back, those women will be at risk.
