It does not seem unusual to start on a low score!
If you write yourself a Bio so that other Hubbers can get to Know you and you write more interesting Hubs your score will soon start to go in an upwards direction.
My suggestion is to 'mingle' among other Hubs and comment on the Hubs before 'following' the Hubber.

    It certainly isn't newsworthy.

If you keep following other Hubbers in droves, chances are it will stay pretty low permanently.

The FAQs make it clear that following other hubbers indiscriminately may hurt your author score.

I disagree. What you are doing is seen as a kind of spam, the only purpose of which is to get many followers in a hurry. I suggest you slow down and follow only those whose work interest you, and then only one or two at a time. Your author score should be all right, then.

There is one Hubber here who follows virtually every member that signs up for HubPages.
          Her score is '1'.

btw...it's not a popularity contest here.  The idea is..you write interesting stuff, then read a bunch of other hubs, possibly add comments, or hang out in the forums, and make comments.

Eventually you'll get noticed, and other Hubbers will read your stuff.  If your hub articles become popular through search engines, you'll get lots of views.  This is how you get your score to increase.  It's just an indication of relative merit though, the numbers really don't mean much otherwise.  Just write, write, write...
