I don't think "old" people need any particular workout plan if they don't have any medical condition, such as arthritis, that would affect their working out. Working out is always about what's right for each individual, and consulting one's physician before starting any new workout plan is always recommended.
Elderly people generally do one of two things, I think: Either they do the same workouts as everyone else does, and because they don't have any particular condition that prevents them from doing that; or else they look for a workout that's right for someone with some medical condition that prevents them from "regular" workout programs. When they do the latter it's not because they're old, but because they have the medical condition - and most medical conditions are not exclusive to advanced age even if there is a higher chance of having SOME conditions as people age.
I agree with you regarding the fact that elderly people needs to consult physician.
Before starting anything you should consult your doctor. He is the best person to guide you on do's and don'ts. If you have any kind of problem in joints, heart or in any other part, certain workouts may not be for you. Regular physical activity like walking and running are good. Do what you enjoy like swimming, cycling etc. and set your goal.
