Girl, you got to work that stuff. Burn the fat and replace some of it with lean muscle.
It is not just about working out. Before you can gain muscle you have to get rid of the fat. Other wise is you just work out, the muscle will be under the fat and you wont even see it. Chaning the way we eat and adding exercise will give you the best results. I actually wrote a hub on each of the subjects.

To loose fat from your inner thighs and back does require a little work for sure, Its not as hard as it may seem but it does take an effort every day to see results. If you are willing to cut down on some fatty foods and eat more calorie burning vegetables along with some workouts it can be achieved.
Really why do we do this? for our health? For a better chance of meeting people? Either way it is beneficial and the only way to make it happen is to quit talking and start doing exercises and eating the right foods to help us obtain the body we aspire to.
Routines such as leg lifts, squats with or without weight, lunges, A good diet of fruits and vegetables along with swimming regularily has shown to reduce pockets of fat and build muscle tone along with better cardivascular results.
Losing fat is very difficult! But you can start by walking as much as you can, and then lifting a little bit of weights. If you don't have weights, do some simple squats in your living room. Eventually, you will build muscle, which will make your legs more attractive. It will also help you to lose fat.
Jen is right, you will also need to work on losing weight, too. Exercise alone won't do it. But work slowly, and you'll get there!
Just exercise-
Butterfly-Sit squatted on the floor with soles of your feet together and flap your folded legs like a butter fly
Vs- lie on the floor on your back, extend both your legs such that the soles of ur feet are pointing towards the ceiling, bring in and out both your legs in Vs.
Try skipping - do at least 1000 skips everyday.you must do aerobic activity, weight training and proper diet to lose fat. Use resistance exercises to strengthen the muscles in the inner thigh area.

No matter how much weight I lose, or how much cardio and strength training I do my legs never seem to get smaller. I lost 35lbs last year and lost 4 inches around the top and 5 inches around the bottom. I know that I have "lady hips" and I'm fine with that, it's my thighs I can't seem to...

Why am I not seeing weight loss when I run?I've been doing cardio exercises like running for 30-60 minutes around 5 pm for 5 days a week for about 3 weeks now. I've also been trying to eat less, and except for the occasional Subway sandwich I think I do pretty well. Yet I see very little progress...
