You can yell at him and take him outside when he goes in the house.  When they pee outside, make sure you reward him with a treat or a "good boy". If he is marking his territory.  This is a good article.http://hubpages.com/hub/How-to-Stop-your-Dog-from-Marking-his-Territory

Always take a puppy outside within 15 minutes of having water.  Yep, literally means you have to be aware of your pooch and their drinking habits; but this is the only way to house break...drink...outside...drink...outside....drink....outside.  Another good training tool is to teach him/her that sitting at the door means they need to relieve themselves.  Ask if they need to tinkle...sounds ridiculous right?  Well if you ask my dogs and they need to tinkle they go to the door and sit!  Dogs can learn a 250 word vocabulary...so begin by teaching your pooch the words (treats work well in this endeavor) you prefer they learn for doing their 'business'!  Good luck!  Carpet is expensive...
