my sons staff comes too my home twice a week and has been doing this for a long time when he comes in he greets me all over me then he hides under the bed and shakes and even goes on the veranda which hi is never done before its freaking me and my son out s the dog cowers and wont eat the treats and hides but from what? he has only been doing it for about 4 weeks but for years previous he was ok nothing has changed in my flat? so scared is the dog
It would appear as though something in your apartment has changed. How old is the dog? Does he act scared when not at your apartment? Have you had other animals in your apartment? Have you changed cleaning chemicals? Have you had new friends in the apartment? Did you spill something on a carpet that the dog can still smell?
The only time one of my dogs got scared and shook and hid was once when I got really mad. I wasn't mad at him but my mood was foul. When I noticed he was shaking I called the vet. After talking for a few minutes the vet told me to calm down because the dog was reacting to my mood. I did and he calmed down. I never let myself get that angry around any of my animals again.
Distract the dog instead of consoling it. Creating "safe spaces" and overly pitying make them MORE afraid, less able to cope. Same is true of pets and people in that regard.

Does PETA really make sense?they don't want people wearing hides of any kind. does this make sense considering we had to wear hides for thousands of years before synthetics were made?
