    There is no one best answer.  I've read articles claiming either could work out better. Depends on the car, aerodynamics of the car, speed, etc.

    The Mythbusters team tested this and then re-tested it. Here is a quote from the Wikipedia article. "Going less than 50 mph it is more efficient to leave the windows down, but going greater than 50 mph it is more efficient to use the A/C."

    Windows down and AC off is better as AC pumps historically increase fuel consumption and the drag produced even with all windows and sunroof open is negligible.
