Why is Multi Level Marketing categorically a "Dubious Offer" on HubPages?
Affiliates earn commissions various ways. When the sale involves a service like web hosting or a membership in a group, the commissions are some times recurring over a period of time or over serveral levels ... why would HubPages cast any of these marketing strategies in a bad light?
MLM has a poor reputation in general and most people who join the programs don't make any money. Everyone hears about the success stories but they are few and far between when compared to the failures. Why would HubPages want to be associated with any of this?

Are torrents considered a dubious offer?I've written a hub about a torrent client and it keeps being unpublished for promoting a "Dubious Offer". Does Hubpages block everything on torrents and torrent clients or is it just my hub that's at fault?

You could place an editing suggestion button on hub pages and give an accolade to helpful hubbers. You'd improve the quality of hub content and the accolade would give us motivation to make suggestions?
