How many hubs do I need to write before I qualify for Google Adsense? I currently have 13 written.

13 good quality hubs of at least 500 words should be close to being enough. I was approved with 12 about a year ago. Which country are you living in as there are restrictions from Google that mean you have to have to wait six months before you can be approved. India and China are included in those Google restrictions.

I live in the united states. The 13 hubs I have, have all been featured and are at least 500 words.  But I have still haven't been approved.

How very strange! Did Google give you a reason for not approving you?

it said Association Disabled by You or by Google for TOS Violation, I am not sure what that means.

If you read all of their rules and stuff about the Google Adsense it says that if you apply and are denied to wait 6 months before reapplying but I'm gonna try again in June since I have been publishing 3 to 4 a week I was told that can help.

Google Adsense doesn't share its criteria in detail.  All they say is that you must be able to demonstrate a track record as a writer.  We can guess what that means based on the experience of other Hubbers.

That experience suggests it is quantity and quality of work AND time on the site.  For some specific countries, that time is a minimum of 6 months.  For the rest (including the US) it seems to be one or two months.  Either way, three weeks is not nearly enough time, regardless of how many Hubs you've written.
