The easiest way is to go to other peoples' hubs, follow them, and write some fan mail. You can also leave comments on their hubs, and they will most likely visit your hubs too.
To get a following, you need SEVERAL Hubs so people can get an idea of what you write. If they are interested, then they will add you to their "follow" list. Also, keep doing this Q&A section so that people see your profile and then, maybe, your Hubs (plural).
