I was trying to publish a new hub and when I hit the "Publish Now" button, this is what I get:
"Sorry, because of rule violations associated with your account or ip address, permission to publish new hubs has been revoked. You can still edit your existing hubs and save your changes to this hub by clicking the done editing button. Your right to publish may automatically be restored through time and adherence to the HubPages rules. Fixing or deleting existing flagged hubs may also help."
What did I do? What rules did I violate? Pointing out what I did wrong can really help me correct it. What violation did I commit?
You'll need to go back to each of your hubs in edit mode and see what it says at the top - it should tell you why that particuar hub has been flagged. Have you been posting the same articles on other sites or maybe adding links to your hubs in the forums or comment boxes here?
the best way to figure it out is to send an email to the team.
You did something to violate HP Tos rules , did you copy someone else's work? Or have duplicate content? Did you publish graphic work? Did you spam or harass others? Your ip address will follow everywhere. Contact teamhubpages and they will give you an explanation.

I don't spam LVM. I do comment on other hubs related to the hubs I publish and mention my hub. Is that spam even the comments are meaningful.
Comments get marked as spam based on individual judgments by the hub author, and many authors do consider leaving a Hub URL in a comment to be spam, as you are using their page to advertise yourself.
If you cut-n-paste the same comment to a lot of Hubs, then the system filters might judge it as spam.
From glancing over some of your Hubs, the vast amount of outgoing links in the text capsules might be one of the problems.
In addition to that, there seem to be other violations too like adding extra bit of unrelated tags on one of the hubs I saw.
do u post an illegal issues? maybe write to the team and find out the causes, that's the fastest way to know the answer i think..

Those 'unrelated tags' are probably the ones generated by hubpages. You know, the suggested tags.

perhaps you have two account or the content has much links. Hubpages just allow three links to one sites
Here's an update. I just received an email form Hubpages that I have a flagged hub because of nudity.
So it wasn't spamming after all!
I created a Marilyn Monroe hub and published a nude picture. Note: I BLURRED the breast part. Anyway, I've removed the offending picture since and I'm yet to check if I can publish new hubs now.
More updates later . . .
UPDATE:
I can publish new hubs now, Yay! I didn't contact the staff.
Ok. I'll be creating more hubs now and I'll remember to be careful with the pictures I post.

Wowwww a BLURRED Monroe boob, but they do bugger all about all the Indian shit that is messing with my ads. That was interesting how the real cause of the ban was for nudity. It would be helpful if there was an easier way for people to figure out why they get inhibited.

I was hub hopping and had to flag a few hubs for being substandard (word count). One hub had exactly 10 words and 2 photos. There should be a way the system prevents you from publishing a hub like that except if it's in the poetry section.
