Is it the quality of your hubs or the quantity of hubs that gets you traffic?
Neither. It is the art of writing hubs for earnings that gives me the results. Check some of my hubs about increasing traffic, probably will be of help to you.
You can't have quality without quanity on the HubPages. The theory is, the more quanity a hub has the more information it holds and the higher the quality is.
I would have to say the topic partly has to do with the amount of traffic you will see on your hubs. But quality writing might get your readers involved in more than one of your hubs.
