We can link our hubs, but can we link other articles or blogs to our Hub subjects with back links?

you can backlink other articles that you've written, blogs etc... you just can't stick an affiliate link in your Hub (other than approved Amazon links etc)

Not quite true.  Only some affiliate links are prohibited.  HubPages doesn't provide a list, but ShareASale or Google Affiliate links are allowed, and you can use Skimlinks or Viglinks links.

Yes.  There is a limit - no more than two links to any one website in a Hub.  So for instance, you could have two links to your blog and two links to your articles on another site. But you couldn't have four links to your blog.
