I had recommended a friend to join Hubpages. She wanted to write hubs about her personal diary here. Is it alright to write diary/journal hubs? She doesn't mind the low traffic or no earnings at all. She just want to find a place to pour out her woes.

If not, I would advice her to share her woes at Blogger dot com

That is how I started here many years ago. I am sure she will have those hubs flying in no time!

In the past it has been common on HP to make it clear to people that this is not a site for writing blogs and that they do not do well.

Although your friend is welcome to write here and says she doesn't care about views, etc., what good does it do to write things that few if any people will read?  It won't take long for her to become discouraged and to want to start getting views and money, but this is not likely to happen unless her writing, like Jodah's, is outstandingly good.and also interesting.

Perhaps with the new niche site for creative writing it might fare well, but I think it's only fair to tell her allof the facts before she puts forth time and effort.  She would do better to write on blogger, which is a site that is perfect for her type of writing.  However, she may encounter the same types of problems there.

Would HP team approve and publish her diary hubs? Or maybe I should tell her to head off to blogger instead?

I have written a series of hubs called "the Diary of a Cackleberry Farmer" later to be changed to "The Lamb Street Chronicles" after I moved to town. This series has a dedicated band of followers but after the initial few days they get very few views. However, I will keep writing them because I enjoy it and I can't see any reason why your friend shouldn't do something similar here.

It's good to encourage her. There is always something to learn from people's lives. Let us keep sharing our experiences. Just like you encouraged me to share my "smoking" article on social media.

Your smoking hub is beneficial for the social medias. There are lots of young teens out there smoking as if "why do you care" that kind of attitude. Before they reach 40s, I think they had landed half foot into the grave yard

Yes, John. I have read some of those Cackleberry stories. And, one of that Lamb Street Chronicle. They are interesting. But, not read all of them due to other preoccupations.
