      Psycheskinner is right. This is an important topic and you're to be commended for choosing it. But your English is still far from the standards of the HubPages editors.

    The problem is still your English.  Take the opening sentence

    "I see how hard children make money for their families while they are down the road, The time children to require needed education & learning, but the child has turned to work on the road for the sake of compulsion, This doesn't fulfill the expectations of justice because educating a child is an obligation of the parents, But the parents recalcitrant of the child become the base of their loss them to suffer as well as their children."

    This should not be one sentence.
    I don't know what you mean by the family being "down the road".
    I suggest something more like this:

    "I see children in [region] being forced to work when their families are in need of money. Regardless of the work conditions, child labor is unacceptable because these children are deprived of the opportunity for an education. Children have the right to an education and when parents fail in this duty both the child and their family will ultimately suffer.

    I am not sure where to get rapid training in writing colloquial English.  If you know a fluent speaker you might ask them to help.
