What are the criteria to start earning from our article ( How many articles to be published and how many to be featured )?

Earnings are based on the article, not on the writer. Articles on hubpages.discover or one of the network sites will earn.
Articles left on hubpages.com will not earn.
Articles on Discover.HubPages will not earn much. You need to improve your articles enough that they can be moved to the niche sites where they will earn more.
Article might be featured or moved to the niche sites but that is only a process. You only earn when there is traffic to your articles. Traffic means views which stay there for some time to consider it for revenue sharing.
More number of articles means more chance for people to visit them but again if quality is not up to mark then even more number would not help.
At the same time few articles of very high quality can help in earnings.
