Comments were disabled a year ago, or thereabouts. We're told that HP/Maven is working on bringing them back. However, that was supposed to have happened by the end of June 2021. It hasn't happened yet.
As bravewarrior explained above that comments are disabled when articles are moved to discover or niche sites.
I just saw your profile and you just joined today and have published 2 articles until now.
The link you shared is the one that has moved to discover while the other one is on HubPages. When an article passes QAP, it is moved to discover.hubpages.com.
Till the time the articles are on hubpages.com there is a comment section there.
However, when you publish an article a comment window appears in other people's feed for a short period of time so that others can make a comment on your articles via their feed. (People you are following, people who are following you or the topics you are writing about can find your articles in their feed)
You can always active back that comment window in feed by going to My account> Articles> Statistics> open the article in edit mode > make your own comment and it will appear back in feed . Hope it will help you.

But we're not allowed to post forums for our own articles.
Others can post and then we can all discuss the article.
Comments are no longer available when creating an article unless it goes to AxelAddict. There's another niche site that has been opened to comments, but I forget which one it is. No way to comment thru feed anymore, either.
I deem it wise to post this here. The buttomline is that comment is operative only on:(1). AxelAddict. (2). WanderWisdom. HubPages, will later in due course extend the system to the other niche websites, including discover.hubpages, and the mother Hubpages site.

Since this feature was deleted, HP staff have told us that this would be reinstated. It does not matter to all of us, but I know that in my case the readers find it very helpful.
