I think that, as long as it's decent content, anything is allowed. Besides, everyone loves a good short story on their lunch break, right?
Short stories, poetry, long stories, oractually anything you want to write is allowed because i have written them before.
Yes, for sure. Be aware that they generally have trouble attracting external visitors and therefore tend not to earn very well. But if that doesn't worry you, go for it!
I also found some short stories in hubpages. Long stories/novels are also published in HP as chapters.

I feel concerned that the reason google may prefer ehow as opposed to hubpages, is because there is an abundance of poetry and short stories. I am not by any means saying that those who publish the short stories...
