I was wondering if writing for Hub while I live in France is a problem or not with regards to payment?

as marisa said u can write and there wont be any issues as far as payment goes..becoz hub doesnot pay u..ur affiliate like adsense , amazon would pay u and they do send payments to most of countries...

Just go ahead and write your hubs as long as they are of high quality.
