Why are people MORE LENIENT towards the poor than they are towards the wealthy?
Because the people who don't have money think that money will solve all their problems so therefore they think that people with money have no problems which is not true. Just.my opinion.

Given the large number of people incarcerated for being unable to pay various fines, I would not say more lenient to the poor. I think there needs to be more accommodation of those who literally cannot pay such as income based fines instead of a flat $500, $5000.
