probably not the answer you want to hear but-
when he grows up
I am not a developmental expert...but I am a mother of six. I always distinguished this by...if they are babies, they are not mobile. Babies stay where you put them down. The moment they become mobile (crawling, etc.) they are then toddlers. Toddlers become little children when they walk completely on their own and then children when they are potty trained.
Just my own rule of categorizing....
