I recently joined HubPages, and read through a bunch of hubs in areas of interest to me. Along the way I found one I really liked, and posted a hub of my own on the same topic. Is it ok for me to send a message to the person whose hub I liked, and give them the link to mine? What about the people who commented on that hub. I'd like to hear their responses too. Is contacting these people annoying self-promotion, or acceptable conversation starting?

One solution is to post a comment to the other person's Hub, including a link to your Hub. Most Hubbers have their comments set so they have to be approved - so if the other Hubber doesn't want to allow your link, they can deny your comment.
People do get upset if you go around posting heaps of your links in comments, but if it's direclty related to the content of the Hub and adds value, it's usually not a problem.
If you think the other person's Hub is really good, you might like to pay them the compliment of including a link to their Hub in yours.
Yes, and add url trackers; both benefit that way.

The ideal thing to do will be 'to not to post comments with links to your articles'. Most of the time I deny and delete comments with links(Unless I am convinced that it is a relevant link)

I followed Marisa's thoughts and added a link to the post that got me thinking to my Hub. And I didn't include the link to the Hub (as SunSeven recommended).
But I think I need more information on the url trackers (Kenny, hint hint). I didn't find anything called that in the help materials. Maybe I'll google it.

You need to re-read a few things then. Try the HubPages FAQ/help section titled "Royalties" or the link on your account controls page called "URL Trackers."

Hello fellow hubbers. I would like to get a comment with a refferal link removed, a link that I am not allowed to promote any longer. I have contacted the hub's author already but she might not be active any longer. I need the link removed as soon as possible. Please advise. Thanks

Delete both comments and ignore her. Some people have no idea how to behave. I agree with you, Tess, there's no need to respond to every comment, every follow, unless there's a reason to.
