I was just informed that one of my hubs, [b]I-Never-Thought-Of-That-X,[b] is overly promotional and substandard. I previously had this hub accepted and published etc. I removed all of my links, that didn't help. And I don't know what it means that it is substandard, it's been published since 1/3/11. Please help!
In HP-speak, substandard could mean a lot of things, including duplicate content, unreadable English, too short, etc.
The fact that it was deemed substandard AND overly promotional leads me to think that it was duplicate content. HP allows duplicate content in hubs to an extent, but they are not allowed to have any outgoing links.

freta- it may just be too short which could also lead to the over promotional, as in having too many outgoing links on a really short hub. The substandard part might also mean it isn't a hub others would be interested in un;ess they personally knew you or some such business. If you click the little box at the top of your flagged hub, it will say what substandard may entail. You should also have an email from HP saying something about it too.
I've heard there are more moderators now manually flagging as well as hubbers who are flagging for the team too so sometimes a hub that slipped past days, weeks or even months before might get noticed now. Best of luck getting it fixed
One of my friends tried to post a lovely hub which was refused and deemed sub standard. She wrote it beautifully.It was all her original work but it had been printed in a publication. For the hub she added a photo and commentary.
Does having been printed elsewhere make something substandard?
no. Having something published elsewhere on the web then put into a hub can get it flagged as duplicate content but having it published in print after its been a hub is fine. However, there may be some kind of awkward copyright stuff if you republish your own work on hubs that has been already published in print. not sure about that one since it would be your own copyright which you own...that would be a good Q for the team. Substandard is defined as:
•"Test" or otherwise unfinished Hubs
•Very little content
•Poorly-written content that is difficult to read or understand to the average reader
•Unoriginal or purely personal content (i.e. meaningless to someone who doesn't know you)
•Contributes nothing new in a heavily saturated topic
•Many broken links or links to low-quality sites
•Links with deceptive or inaccurate link text
•Promotes or links to dubious products or offers
•Missing videos
•Use of photos that are heavily pixelated or contain prominent watermarks
•Is primarily copied from an authority news, encyclopedia, or shopping site.

Thank you all. I think and hope I found the problem. In my Amazon capsule all of my recommendations were for one author, even though I didn't personally do it. At least I hope that was it, if not I don't know what to do. I am in the process of writing several more hubs and if this one doesn't pass I don't know what I'll do. By the way the hub met all the other rules, I think.
