    I am finding that there is a conflict between the rules regarding "properly attributed photos," and the "overly promotional" warning potential.

    If Hub Pages wants us to properly attribute photos that are not our own, (and it is not always possible to use our own, if we have no means to get somewhere to take a photo ourselves), then that usually requires a mandatory link back to the web page from which the photo was obtained,  for said "proper credit."

    It seems to me it is therefore unfair that these same links should count against us in the calculation of "overly promotional." 

    Photo credits should instead be exempted from that count, and "promotional" outbound links should only be those touting a product, or linking out to another site/article.

    It would be much appreciated if this change could be made.  Surely there is sufficient code within the programming for the various capsules for the difference between a photo caption/credit and standard text links (or link capsules) to be easily determined....for if that were not the case, we'd have no differences in the types of capsules available.

      Links are limited to 2 or less per domain unless the domain is a well-known and respected resource like wikipedia.
      In general it probably isn't a good practice to use 3 or more images form the same non-clean site.
      The best practice is to use your own original images, but if not, then try to use varied sources and not just one and you should have no issues related to overly promotional moderations and your photo attribution.

        I generally DO use images from more than a single site in the first place...but it doesn't SAY that in the "notice" on the composition side of the hubs; it only warns about "links from photo credits will be counted toward 'promotional' links"....how many, from where, and the rest you have just explained here are NOT mentioned.  Perhaps the language in that information should be clarified.
        ...And "non-clean" site???  That's a new one on me.
        Golly...and Wikipedia is "respected?"  ANYone can contribute there, and when I did some writing for Demand Studios, it was a site on their BLACKLIST of sites BANNED for sources, due to being considered unreliable.  Wow.
        And no, if I'm looking for an image of Queen Victoria, as I was the other day, sorry, but I'm not going to have my own photo of her....nor would I be likely to have my own photos of anything to do with, say, The Indy 500, for example.
         
        I've never been hit with an actual warning--I was merely inquiring vis-a-vis the "warning" statement in the composition end of hub creation.
        (I've only seen such a 'warning' message when I have hit 'save unpublished' on a new hub that I needed to come back to later.)

      There are a couple of possible solutions to this.

      One is to use one of the photo sites which are exempt. Flickr is one.  Wikimedia Commons is another.  I'm sure there would be others - it would be nice if HubPages would give us a list!

      Depending on the site, there is one other way around it.   It's not legally necessary to put the attribution IN the photo capsule - in fact, in the early days of HubPages, it wasn't even allowed!   What is required is that you place an attribution somewhere in your article.  So all you have to do is insert a credit at the end of your Hub saying "All photos courtesy of ...." with the link.   Of course, that doesn't work if you have to credit the individual photographers within that site, but it is useful in some situations.

        Ok, good idea...as I have done with my hub on Lassen Park, in which I placed a capsule at the end stating, "all black and white photos taken by my late father."

    Many photo sites [foter etc] are exempt, and you can suggest more.

    We can't forget that there are also Hubs that provide lists of sites where one can get photo's and images. Just use the search bar smile  js
