It's not about traffic.  What you need is to have 20 - 30 good articles published here before you apply.

Sorry to contradict you Writer Fox. More precisely, according to my experience, the Google Ad-sense is approved above 15000 words in content.

What experience is that?  Because in terms of hub pages, as per reports to this forum and the Hubpages help page, it has been tied pretty reliably to number of hubs, and the required number is now generally somewhere over 20, drifting towards almost 30.

That would not be enough content.

Also, for people living in your country, they would have to publish 20 - 30 articles and have them online for at least six months before applying for an AdSense account.

I have an explanation. I succeeded for Ad Sense account for hub pages in third attempt. It was after 10-12 hubs, I do not remember the exact number, but my hubs were lengthy. So at that time I calculated the number of words and they were around 15,000. So I assumed, it had something to do with word limit. It was in May, 2013. I don't know the rules, which are always in the making in Google. But the outcome was different as explained in help pages and forums.
I am no expert psycheskinner, but you too have agreed in your comment, that the required number is now generally somewhere over 20, drifting towards almost 30.
So again it comes out that the number of hubs are not fixed for Ad sense approval. What one gets in 10 hubs another one has to writes around 30.
Writer Fox is right about six months period before applying for an Ad Sense account.
But I am following the discussion.
        Sorry to offend anyone.

It was probably just back at the time that 10 hubs was enough.  That changed about a year ago.

The six month waiting period is just for people living in certain countries.  It doesn't apply to everyone.
