Since last November, I have filed two DCMAs for my Chicken Italian hub to no avail. I sent them to godaddy.com and whois.godaddy. Below is the info about the thief but I think I've been sending to the wrong place but don't see where else to send it. For the first filing, godaddy said it's not them.

It's a US company and they should remove your content within 2 - 3 days.
WhoIsHositngThis.com says that the ISP host for your content thief is a site called https://www.wholesaleinternet.net/ based out of Kansas City.
You should not have problems filing a takedown notice with them, now that you know who they are.
By the way, filling out a fraudulent domain registration is grounds for having your entire domain shut down in the USA so when you find ones like this, you can just report them to their domain registrar as not being able to contact them, and if the domain registrar confirms they can't contact the site either, they'll pull the entire thing down immediately.

It's not uncommon to find a falsified domain registration with spammy sites. If so, report the site to the domain registration company itself, and let them know you have an issue with one of their customers but can't get in touch with the customer. They will find out what is going on really fast.
Can you not file another DCMA with Google? They have removed one of the sites I complained about but could not find the other one. It can take 2 months but they do respond.

If you get no response from the domain registrar, you can report the falsified or missing domain contact problem to ICANN (the agency that grants domain names). Domain registrars take ICANN complaints very seriously, as they could lose their ability to sell domain names.
