    this is quite simple
first you can contact your internet provider and buy an ip address from them it does not cost much)
if you hosting your website offsite there most hosting companies will provide you a dedicatedip address

and the answer is contact your service provider. There are different packages available for IP addresses blocks. The minimum block or chunk the service provider will provide to you is consisting of 4 IP addresses pools with 255.255.255.252 mask. for detail please check as i made the hub for it. http://hubpages.com/hub/get-your-own-ip

An SSL certificate can only run on a dedicated IP address. So if you want your
business to make money, then you should get your own IP from ssl.

I got my own IP address through dedicated hosting IP. Dedicated Hosting IP gives your hosting account and website a unique IP address, one that's not shared by any other accounts on the same server. So if you need direct access to your site, even when your DNS records are being propagated, or are planning to add a 3rd-party SSL Certificate, a Dedicated Hosting IP may be for you.. I got this service at     www.Tucktail.com/static-webhosting/    for affordable cost and also good technical support...

192.168.1.2 ip is regarded as a privately owned Ip, that is certainly used by most wireless router makers to be the default Ip.
