There are many good site builders depending on what type of site do you whant, there are hosting that give you free site building.
Personally I like wordpress.
Wix.com is pretty decent. However, it's actually not difficult at all to learn basic html also. You can google a search for tutorials on html and then experiment and have fun!
Tumblr for any kind of blogging purpose.
Webs.com for any kind of easy to use website building. It's easy enough, you don't have to be that expedience at a computer to use it. They give some more advanced features for template building aswell.
They are coming out with a boat-load of new features soon that will put them above all other website builders on the web.
I use Wordpress.org (not Wordpress.com). It's many available themes, pluggins, and widgets, provide the means of creating a website exactly as you want it with no need of html knowledge.However, just by going through the process, you will automatically learn some basic html to fine-tune your site.
When you get a hosting account with almost anybody these days there is web builder software and some templates in the control panel. There won't be a lot of functionality and for a family or personal or static business site it will work.
Rather than opt for something totally free why not look at Serif products. They seem to be one of the best. You can download the trial version and it will give you $20.00 off automatically and once or twice a year they lower the price to 1/2 off. It's a 99 dollar program without any discounts but if you wait you can get it for around 50-80.
2 other alternatives are Wordpress and Joomla! These are content management sstems (CMS) Joomla is a bit harder to learn than word press but it has a great deal of functionality. eBay is built on a joomla! platform along with thousands of high end business and government sites. Both of these CMSs are free and you can extend the functionality with extensions (little add on programs) some free and some are commercial. These extensions would be for things like a shopping cart or forum.
I am learning joomla! right now and I have opted to buy a couple of books and a course on line. The more powerful the more there is to learn.
Creating a website using a site builder is a smart choice: site builders are fast, simple and affordable. Though most website builders offer ‘never-expiring’ free plans, I would not take those seriously; these must be treated as free trials which let you explore the system, before making the purchase. If you’re taking your website seriously, you’ll want to remove the copyright and attach a custom domain name. In most cases you can easily do that at a price of a cup of coffee.

Weebly, there are limitation in free version, but you can do almost everything with it. A trusted platform with good high DA. Your site sure will have advantage having weebly domain.

Slowly people are finding out but WEEBLY AND WIX HAVE MADE CHANGES. Their Free Websites will not be crawled by Search Engines!!!! So pay them, or your Free site will be useless.According to Weebly, older Free Sites will be okay, but new ones will not be seen in search engines.
