   This is where modern technology comes to the rescue! There are literally dozens of manufacturers of digital video equipment that retails extremely cheap.  As an Example, Emerson brand sells a Vid Cam for about 40.00 USD thru Menards Stores. 
   
   I wouldn't stress on Brand as much as Features.  Look for a USB capable camera ( pretty much a given these days), with an LCD display about 2" wide, and an upgradable memory card for the HDSC memory slot.  This lets you store more video than the relatively small storage that cameras have built into them.
   
   Other features to look for are Zoom ( 4x is a minimum - 8x is better), Still picture capability, and settings for Quality.  It's nice to make HD vids, but if your focus is on vids for websites, you don't need nearly as much definition.
   
   Picking up an entry-level Vid Cam ( under 75.00 USD) just to play around with is a small expense compared to dropping 250-350.00 for a camera with so many bells & whistles that it becomes confusing.
   
   You can always uprade as your comfort level with the basics ( framing a shot, working with lighting, knowing where the record/pause/stop buttons are at) increases.

   Well it all depends on how much you want to spend on a camera. Many people who are into independent film) go for photo cameras which also shoot HD movies (such Canon T2i, 5d, 7D, or other cameras by Nikon, Panasonic, Sony, etc.) This is largely because this is the cheapest option, because of the use of cards instead of tapes. However even though some photo-camera claim to shoot 1080p60 quality video, do not believe it, stick to the cameras that shoot 720p30.
   If you have money to spend, you can always invest in a camera from either RED Digital Cinema (RED ONE or EPIC, or SCARLET which range from $11,700-$58,000) or an ARRI ALEXA (which is $60,000) but I would only invest in these cameras if you plan to make an actual movies (the RED SCARLET is the cheapest on this list.)
   Sorry if this list is very broad, it's just that there are may cameras on the market today, and each one has a special purpose, and It's hard to tell what camera is right for you. If it's just home videos you plan to make I high suggest checking out a Canon PowerShot SX130IS 12.1 MP Digital Camera with 12x Wide Angle Optical Image Stabilized Zoom with 3.0-Inch LCD. It shoots 720p HD quality images, has a 1/2.3" CCD sensor, and it's relatively cheap (about $134 on Amazon). That's just my opinion anyway, hope this answer helps.

   Good question. If it is your first video camera, I'm sure you'd be fine in the sub-$1,000 range. This essentially means you go with a consumer HD camcorder. Most now allow you to record on SD cards which means you can download directly to a computer.
   
   The most important thing is to buy something! Learn how to use the camera and determine which features you'd like to incorporate in your next purchase. If you spend too much at first, you'll not be able to take advantage of the advanced features.

   There's no point buying a separate video camera.  Make sure the next digital camera you buy comes with a video recorder.
