What must we do to establish ourselves as noted writer on HubPages?

Is it niche writing? Is it writing on several sites on the internet? Is it showing particular expertise on a topic? What is it that establishes one as noted writer?

You already are quite near to the answer. Out of various options mentioned in your question itself, to me, it seems showing expertise on a topic is a must for any writer. If you have your grips tight on the vehicle your are driving, and also educating others, on how to driver this vehicle well, you are going to be a winner in this case only if along with tight grips on your vehicle, you are familiar with the path you are taking and are well aware of the destination or the point where you need to stop.

It is a gift.  Just like a fine musician, composer, singer, orator, so too is a fine writer gifted.  But some are recognized and some never see the light of day.  Permit me to quote from Gray's elegy:

"Full many a gem of purest ray serene/ the dark unfathomed depths of ocean bear..."

Before you sit and write a script consider the following components.
    1. Develop your idea in a logical way so that your reader doesn’t get lost along the way.
    2. It is our words which convey meanings. So think carefully about the words you choose to use.
    3. If you decide to misuse words then at least you must be aware of what you doing and what will be the consequences.
    4. Always use noteworthy sentences. One idea per sentence is ideal.
    5. Avoid sweeping statement.
    6. Be responsible and pay respect to all relegions
    7.separate reporting from advocacy.

I think the key to becoming a notable writer on Hubpages is to speak to your audience with clarity and respect, as you would a dear friend. Sharing your talents and experiences is a gift that shouldn't be forced upon anyone. Love what you do, and allow your love to manifest itself through your writing. It's like smiling when you answer the phone, people will hear it in your voice.
