I don't know if anyone can provide a true answer to this question. Aside from online dating sites people have been known to use Classmates or Reunion sites to hook up with people they went to high school or college with. It's also been reported that some people have used Facebook.
However I suspect the vast majority of cheaters meet face to face in places like work, classes, or membership organizations. I've even known of cheaters that met in church.
The Internet is just a "tool". Much like a fork it can be used to eat a garden salad or eat a large slice of chocolate double fudge cake. If a person has (decided) they are going to cheat they will (find a way). Just like prostitution, cheating has been around long before we had the Internet and online dating websites. It always comes back to the morals and values of the individual.

On one hand, I think that having the internet and dating sites so easily accessible does make more of a chance of your partner cheating. But on the other hand people themselves are and should be responsible for their actions. If something is going wrong in a relationship, people need to realize that they need to work on it rather than running to the next relationship without any effort on making what they have work. I think a lot of people tend to think that the grass is greener on the other side and now a days, people do not work through their problems as much because it is so easy to get "satisfaction" by turning on their computers. But really that is just temporary satisfaction and as soon as they get bored with that they just find another person.

I am not against internet dating at all. In fact I found a great person on the internet. A person who has turned out to be the most amazing person in my life, but I do think that it is used in a lot of cases for cheating whether emotionally or physically.

I don't think most cheaters develop a cheating plan and then use the Internet to locate a partner, I think they meet someone in real life and then it goes bad from there.  Only the more corrupt serial cheaters and sex addicts use online dating sites to streamline the process. Most married people aren't looking to cheat.
